The Texas state Senate approved a bill to allow concealed carry license holders to carry firearms on public college campus classrooms and dorms. The eighth amendment to the US Constitution reads as follows: "Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted."
